I maintain that anytime during business hours is possible. But for as long as we've been formally tracking it (~2017), it's happened between 0900-1300 eastern. So people can ease of the F5ing after 1300 eastern.so you're saying, there's still a chance?

Texas tends to release on the afternoons of Day 1 of the release. They've got some internal thing they have to do before they authorize the release.
