Seal and and stamp will produce the same emblem with the state border and your name and number, but the seal embosses it into the paper where the stamp is just ink.

That looks like a regular rubber stamp, that you would need to also get an ink pad. They also make ones where it has the ink pad built in and it flips around and re-inks itself every time.
