I have the feeling that this thread has nothing to do with the official title. Am I thinking too much into it or there is more than meet the eye?

I prefer anything but a turtleneck. I can't be inside with a sweater or turtleneck, I get too hot.

Tom Baker's Dr. Who can wear a scarf - that's too bulky for me.

So, I got a small, portable scarf-thingy. It's actually a headring/ ear warmer, but I wear it around my neck. Here in the mid-atlantic, we have hot buildings, and wildly changing weather, so I like to be prepared. It's small enough to fit in my pocket with a thin hat and thin gloves, and when I put it on my neck, it does a good job, especially with keeping out snow.
