When I got my WI license, they required a bunch of documents that young ppl rarely have, like a landline telephone statement, a bank statement from a local bank, mailed by the bank (online bankers can't print off a statement), or mortgage papers. A lease doesn't prove residency, apparently. The only acceptable thing we had was a utility bill, which was in my husband's name, so they turned me away. I had to return with my marriage license and the utility bill to prove that I was married to a legitimate WI resident to get a license.
When we first got Tennessee licenses, they accepted way more documents and accepted that my husband and I were married based on our same last name and identical previous address.
My conclusion is that WI hates young people moving into their state, while Tennessee wants no barriers to TN residency.
