Texas CEP requirement for renewals

" New license holders by way of examination shall be exempt for their first renewal period." what does this mean? My understanding is when I renew my license I don't need to report the PDH hours this first time...

It means if you got your TX PE license by taking the PE exam in TX then you don't have to report your PDH hours when you renew for the first time. If you got your TX PE by comity (took your exam in some other state) then you will need to report your PDH hours from the first renewal.
