So one approval equals to 4 attempts.

a question, what if fail one discipline after 4 attempts, then apply for another discipline immediately? for example, electrical, there are 3 options, and whichever you pass, the roster will show "ELE", and there won't be much difference between electronics and power, especially people from power most likely took a lot of electronics courses in college.

That does not appear to be an open loophole. The rules say nothing about which exam you take, only that you have 4 "consecutive" attempts. See page 48 of the link:

"© An applicant who has been denied a license for failure to pass the examination on the principles and practice of engineering with

prescribed time may not re-apply for a license until one (1) year has passed from the date on the notification of failure to pass the
examination or until the applicant has completed at least six (6) additional semester hours of formal college level classroom courses
relevant to the applicant’s dominant branch or discipline of experience. "

This is better than Maryland...3 attempts then you have to wait out for 2 years....luckily I don't have to

Check with the board but the rule says on p. 44...

(4)have no more than four consecutive examination administrations, including the examination given on the date of the first available examination, to pass the examination. Except as provided for in §133.61(i) of this chapter (relating to Engineering Examinations Required for a License to Practice as a Professional Engineer), no extensions shall be granted under any circumstances.

(A) Once an applicant has scheduled for an examination that is offered once per year, the consecutive administrations shall be counted as one annually as long as the applicant does not schedule to sit for an examination that is offered twice per year.

(B) Once an applicant has scheduled for an examination that is offered twice per year, either for the first time or after scheduling for an examination that is offered once per year, the remaining consecutive administrations shall be counted as two annually from that examination forward until the four consecutive administrations expire.

© An applicant taking the Structural Engineering examinations must receive acceptable results for all components of the exam within four consecutive exam administrations.

 
Does anyone know how long it takes to get a license certificate and pocket card from TBPE after the exam is passed, the $200 has been paid, and the license number has been issued?

I seem to recall the TBPE wrote "within a few months," but everything else they have done seems so prompt, I expect it would be fairly soon.

Any Texas PE's have recent experience with this?

 
I'll answer my own question: I got my certificate yesterday in the mail (June 5th), exactly two weeks after my license was granted (May 22).

The pocket card is apparently forthcoming in a separate mailing.

 
For some reason it feels good to see how you licked your wounds only 6 months ago.
