NY is starting to roll out numbers. About 20 have come out this morning so far. 

lots of out states numbers were issued in Louisiana Board as well.

How are you guys figure out that license numbers are being handed out?

If it anything like FL, You can just go to the state board website, search for licensee, trial and error until you find the highest number. Keep track of that number and check back too often. When I passed I had everyone in my office guess my potential PE number. The one closest got a free lunch from me.
