There was a discussion on this not too long ago.  I think one of the recommendations was for "bluebeam".

I bought a certificate from Globalsign recently. 

It's pretty nice to place the seal on the document with Bluebeam and then sign with it.

It beats hand signing all afternoon for a submittal.

My previous company uses bluebeam for signatures. My new company prefers to use Cosign for digital signatures.
