Whoa now, they are probably patting themselves on the back for just getting one out so soon.

On the MA license lookup site they have this notice on there:

Important Downtime Notice:

Due to a scheduled technical upgrade, several web-based services will NOT be available online including Office of Private Occupational School Education,Search a License, Locate a Professional, Change Your Address, Facilities Applications and other database-driven features. These services are expected to be unavailable from 6:30 p.m. to 9:00 p.m. on December 12, 2013.
