Are you focusing your search to specific types of electrical engineering fields? There's certainly a lot of government and intelligence-related work too (testing & evaluation, systems engineering, etc.), but you would likely need a clearance.

I took it in Virginia in April 09 and had no problems. I had written in pencil in almost every book I brought (partly because I hoped to resell a few books). You should be fine as long as you don't write in your references during the exam.

In addition to LaGrega, I'd recommend the RCRA Orientation Manual as well. The former was a last-minute purchase for me (I got it in the mail a few days before the exam), and I'm very glad I did so. I'd say solid waste problems aren't so regulation-focused though, like the Haz Waste problems...
