Just saw this thread, 3 months? for real?
Tennessee took over four months and the wall certificates were presented at an NSPE/TSPE event.  If you did not go, it would have taken longer as they mailed them after the event. 

The actual license, which includes a wallet card, took a lot less time.  The actual license, as opposed to the wall certificate, is the same type that barbers, alarm installers, and beer store operators display in their stores to "prove" current licensure.

 
OH evidently does the same thing.  I sent the Ohio Board of Engineers and Surveyors an email asking about wall certificates and this was their reply:

"The certificate ceremony is a presentation given by the Ohio Society of Professional Engineers (OSPE). The ceremony is held 2 times a year and the next one is scheduled for September 23, 2018.

OSPE holds these ceremonies to recognize new engineers in Ohio and to invite those individuals, like yourself, to obtain membership into their organization. OSPE will invite you to the ceremony by email. I am not sure exactly when those emails will go out.

The certificates are generally held in our office, unless you request it to be mailed to you prior to the ceremony.

If you know that you won’t be attending then we will be happy to send your certificate to you."
