Does anyone know why the copper losses over a 24 hr period are 12 x 5 instead of 24 x5?

NCEES #48,
A company is planning to purchase a transformer to supply a load operating on a daily load cycle of 12 hours at full-load and 12 hours at no-load while remaining connected to the supply. The transformer has 5-kW copper losses and 3.5-kW core losses. If the cost is $0.07/kWh, the annual cost of transformer losses is most nearly;
 
They are asking for 12 hours at full-load and 12 hours at no-load. It will run only 12 hours in a day.
