Even though it's been quite some time since I took the FE exam, I went ahead and took the survey. It does take 30-45 minutes like NCEES states. In a nutshell, the survey list various topics that could show up on the exam and asks you to rate the importance of each topic. There is also a part of the survey that asks you to assign percentages to each topic making up the exam.
Note: I think you might need at least an EIT to take the survey. ?
