Hello I have been solving some problems from the 300 solved problems book by Dr. Mansour.

I got a question about prob 253:

In This prob, which is the same as prob No. 5 from test 1, you are asked to compute the max overturning moment.

Few questions before this one, you are asked to say what is the reduction factor you use when computing overturning moments which is 0.9.

For solving prob 253, the Author did not multiply the max moment by 0.9. I got that 0.9 from the ASD load combinations.

I just would like know when will you apply the 0.9 factor and when you won;t?
