California PE Civil license requirements

What are the PE Civil license requirements for California State?

You'll need 2 years of approved qualifying experience, signed off by at least 4 civil PEs, and passing scores on the NCEES national exam as well as the CA surveying and seismic exam.

I have also a question on this issue.

I have a bachelor degree from outside of the US, do I still need 2 years of experience? I have over 12 years of experience which almost 9 years were outside of the US and I could not find those PEs to sign me off. I was told by some guys that anyone who has a degree outside of the US needs four years of experience. Thanks
