Based on times reported, I think batches.

I got my emails at 5:57 PM CST and 7:32 PM CST.

They can be sent out by pass or fail as well. I doubt it but possible.

I think the first email was out almost the same time for the April 2015 cycle.

The result email was different. The two who passed only 8 HR and Survey got it within 10 minutes of each other (R was before H). The one who passed the last exam to get the PE got it about an hour later while we were out celebrating. 

Dec 2015 cycle was different. Result email came early for the one who got the PE and failed result came in an hour later.
