99% chance they are not. Per EET policy,  the end user is not allowed to sell the manuals.

I'm taking the Civil Breadth and Construction Depth courses and even though the binders include a lot of information, the instructors bring context to it that you can only gain by enrolling and watching the videos/attending class. I recommend that you enroll in the course. It's been invaluable to me.
