Does it mean that they have sent result to NCEES, or is it just some kind of boiler plate phrase?

"Eligibility sent to NCEES" means that they told NCEES that you are eligible to sit for the exam. They haven't done anything since they approved your application to take the exam.

Sorry for asking all these question but just want to understand for myself - NCEES sends results to state of PA board, then they send it to PCS and PCS sends it back to NCEES - and then we get email about results, right?

if this is how it's done does it mean that at this point PA still holds results and hasn't even turned them in to PCS?

PCS states take forever. You'll get the results when they are ready to release them; whenever that may be
