Why's it a hole?

I just have an issue with the fact that the town let the guy bend a bunch enviro laws the State of CO claims to enforce. He couldn't get the setbacks from water and yet they still approved the house. many other issues too. They listed that house for big $ last summer. They still want $560k or so. I guess I should thought before posting a strangers house on the web
