I can't seem to figure out where I am going wrong on this problem....

I get to alpha = arctan((6.160 ft - 6.145 ft)/150 ft)

But, then I get that this is equal to 0.00572

The answer is 20.6" - what am I missing?

you are ok, your 0.00572 are in degrees units. the book provides that answer in seconds.

0.00572 x 60 x 60 = 20.6",
