Do you need to be a permanent resident of New Hampshire to apply to take the PE Exam I'm that state? Thanks

 
No. I don't believe any state requires you to be a resident of the state (or even a US resident).

I know you don't need to be for the FE exam because I took it there in April and I am from Pennsylvania. They didn't question it.
