Fair enough.  I think I took the entire 4hrs in the PE PM, though that was really a result of trying to slog few the last few questions I couldn't seem to figure out.  When I took the SE 6 months later I finished both SE AM exam portions in about 1hr, decided since I had tons of time to rework the 40 exam questions again in their entirety to recheck took another hour... then left 2 hours early for lunch.  Again, I don't think the SE questions were easier, I just don't think I had prepared very well for the PE, whereas I thought I was pretty prepared for the SE and my test taking experience seemed like a reflection of my level of preparedness as opposed to differing exam difficulties (Obviously the AM PE versus the PM SE is a different story).  But I'm sure each exam session is different.
