Why not include 4" and 6" then?

No, the hatching/symbol for those shorter sections indicates the rock is fractured, not sound.

The correct answer is a.
RQD is the ratio of all rock core pieces that are equal or more than 4 inches to total lenght.
So it should be 19.5 ft divided by 20 ft which will yield 97.5%.
