Per Unit - how to select base values?

I saw examples choosing Sbase and Vbase, and then using different Vbase for different section. What's the basis for that? Thanks

It doesn't matter what base you use as long as you are consistent by using the same base with all of your calculations. With that said, some bases make better sense than others so as to minimize the number of calculations. This is especially true when some pu values are already given in a certain base. Changing bases is also not a big deal.
