Which are the good books to read to prepare for PE civil - Structural PM section?

If you do structural design on a daily basis, the best books you can bring are the reference manuals (AISC, ACI 318 and 530, PCI, NDS, and a copy of the CERM) and be somewhat familiar with them. If structural design isn't your day to day job, then I wouldn't recommend taking the structural PM section.

Would you not recommend structural depth for someone not doing structures? Why?
