It wouldn't be weird if it just naturally happened....if everyone at the age of 2-3 just started growing a little hand and wrist out their bellybutton and it finished growing at around age 14-15 and it was approximately 2/3 the size of your fully grown arm hands. And our shirts and pants (if they are high rise) were made with a hole at bellybutton level for your bellybutton hand to go through. It'd just be normal to have it, and we'd think it'd be weird if we didn't.

Think of the extra grocery bags you could carry into your house!!!
 
For the first couple years it'd be weird and small and floppy as the bones develop and grow. Then it'd be like the butlers "strong hand" for a couple years before it started looking just like your arm hands but a little smaller
 
You could hold your phone with your recipe on it in your bellybutton hand while you can use both of your hands to run around the kitchen measuring your ingredients, chopping everything up, stirring, etc.
