Ohio requires an applicants four years of work experience to be under a professional engineer. I'm an EE. I work for a hardware design company and we don't have a PE here. In fact, I have never met an EE with a PE. So, what on earth am I supposed to do? Clearly it would be irresponsible for Ohio to set up a system with this self perpetuating problem.

Experience shall be gained under the supervision of a licensed
professional engineer or, if not, an explanation should be made showing why
the experience should be considered acceptable. Experience gained under the
technical supervision of an unlicensed individual may be considered if the
appropriate credentials of the unlicensed supervisor are submitted to the Board.
Yet, I can't get any guidance out of the state board at all. I have even tried requesting pubic records so that I can interpret my own guidance, but they make every effort to dodge providing public records. This is really frustrating. What on earth am I supposed to do?

The regs clearly state that your supervisor does not have to be licensed. You just have to supply his credentials (company, title, responsibilities, his relationship with you, etc).

The key thing they are looking for is that you are demonstrating a growth in engineering knowledge, responsibilities, and application (that you haven't spent the last 4 years only doing quantity take-offs). If you can show that your experience has grown and that your supervisor is providing you with the tools and knowledge you need to grow into a responsible engineer, then you have met the state's criteria.
