most states don't have front plates
I'd venture to say most states actually do, but there's quite a few that don't. I can confirm that Colorado, Utah, Oregon, California, and Ohio all do. Kansas and Kentucky definitely don't.

 
I wish they let me keep the pencil. They made sure they accounted for every single pencil.

According to Google, 31 states + DC require front plates.

 
Indiana is kinda weird.  Like no one has front license plates? What's with that?

CA does, too. Just got my ham radio plates (no vanity plate renewal fee)!
FL, AL, GA, and TN don't.
Neither does Pennsylvania.

A state that doesn't require front plates is the type of state I want to live in.

it wouldn't surprise me if the rules are a bit ambiguous about collecting all materials. They aren't supposed to take the pencils, but some sites do.

NCEES is justifiably very concerned with making sure they get ALL of the test sheets and books back!

I'll let you know in a few years, but it definitely hasn't been trending in the right direction.
Haha a little sarcasm on my end. But while there are definitely some things I'd like to change, overall I'm good and would muuuuch rather be 35 than 25 again. Haha.  No way you could repay me to revisit those years.
