New Downloads Section (Up Top)

There are a couple new features of the board, one is a downloads section where members can exchange files, I believe these can be any type files, spreadsheets, etc,etc, right now, there are some test files there...

Please don't post copyrighted material (or anything that says NCEES on it)

I think this would have been useful back when I was taking the exam so try it out and see if you can make it useful for you..

Seems like a cool idea. But I'm seeing:

Okay it should be fixed, you add to go in and give everyone permissions.. I would have thought that would be a default....
