I think most do. And should IMHO.

I believe that Arizona and Utah have processes similar to Michigan where the prospective PE doesn't submit experience and reference forms until after passing the exam. I disagree with MIG about which process is better. I think MI's process makes a lot of sense since it takes the burden off the state to process applications of the people who ultimately never pass the test. Saves taxpayer money. On top of that, it saves the time of the people submitting the references.
