Hire Sapper to topo survey your lot and every property which may be draining to this ditch. Have him send it "Central Florida's most prestigious engineer" and have him prepare a flood study indicating the areas draining to said ditch. When it is determined that your property does not impact his, send both their bills to the neighbor and have him pay them.

Good grief! This sounds like the moronic captain HOA Nazi that lives down the street from me. I wouldn't pay him jack **** squat. Send him an envelope with $17 in Monopoly money and include some verbiage about how "successful engineers" don't use Voodoo math. Also as others pointed out, stick with the passive aggressive stuff. Why is it when fucktards people buy lots in a floodplain and their house floods it's all of a sudden somebody's else's problem and fault? Most realtors worth a grain of salt will disclose that a lot is in a floodplain and most jurisdictions do not allow a structure to be built in a floodplain. He's clearly not very bright for building a home at about the same elevation as the drainage ditch. This is his problem, responsibility, and let's face it.......being stupid ******* hurts.
