How is Telecom these days?

So I hate to throw 15 years of solid transportation work down the drain but I came across an opportunity to do some telecom site work (plans and construction) better pay that transporation but usually from what i remember, the FCC will require all the carriers to do some tower upgrades, they are busy as hell for a few years and then the work goes away?

This is my recollection from early 2000's......
