Getting FL License after passing PE in another state

I just failed the civil PE for the second time in FL. I know if I fail a third time I will have to do 12 college credits before I can get licensed. What I don't know is whether that means if I fail a third time "IN FLORIDA" .. or just period. Meaning, if I go to Alamaba and do it, and fail once ... that would still be my third failure, just two in FL, one in Alabama. If I pass it the second time in Alabama, which would be my fourth time overall, would I still need to do the 12 credits?

My friend failed 3 times in FL, then passed first attepmt in Alabama, and she has to do the 12 credits, so I understand that aspect - just wondering if anyone could shed some light on if I only fail twice in FL ... but three times or more overall.

This will help me decide if I should go to another state for the 3rd attempt, or just re-do in FL. And since deadline to submit my docs in FL is this Friday, I would appreciate any quick replies. Thanks in advance.

call the Fl board they are the ones who would know for sure
been leavign messages for them all week, no call back, and Friday is my deadline to re-apply if I want to take in FL ... so was hoping to get feetback form someone who may have tried that route - successfully or not.

 
My experience with the staff at the FBPE has been miserable. Their lack of responsiveness and "your wasting my time" attitude have really soured my perception of them.
