Does anyone know of a good place to sign up/find a decent source for engineering services request? Especially that isn’t only government work. Basically a website that allows companies/people to post a project for others to submit a quote/proposal? 

 
There are many bid sites available online by directory and project tracking websites. The biggest may be the blue book. You may also want to check with local print shops that focus on architectural and engineering copies.  Several of the shops in NJ have a private plan room on their website where you can put in for bids.

Be aware - most of those jobs that get put out have already been secured and if you're doing that to get work you could be SOL.
