Architect approving plans without reviewing

It's particularly egregious that the "architect" basically confirms that he approved continued use of his stamp as long as he got paid this retainer. So much for professional ethics.
 
This is way too common in NYC. Alot of unregistered architects having their own small practice and designing things with some random registered architect "supervising" and sealing the drawings for a nominal fee. I'm working on two projects like that now. I don't know why or if it's cheaper. Maybe just because the process to become an RA is fairly time consuming and challenging from what I understand.
