Accidental electrocutions

Yesterday two dogs were electrocuted and a third was critically injured by stray currents coming out of a sidewalk in Toronto. It was determined that an insulating cap failed on a streetcar span wire which supports the overhead power lines. The span wire was inadvertently touching a newly installed metal pole, possibly a future traffic signal, which became energized. The sidewalk around the pole was also energized due to the rain which acted as a conductor. Should this be looked at as a case of gross negligence and incompetence, with at least someone spending time in prison? This is not the first time it happened around here. In January 2009 a dog had been killed by the same kind of screw-up in another location in Toronto and all of these installations were supposed to be inspected then. Some kind of punishment must come out of this or it is sure to happen again, and it might be a person then. This isn't 1911, it's 2011! How can anyone be so stupid?

Good thing those dogs were there to get shocked and point out the problem, otherwise some barefoot hippies could've been seriously injured.

 
Not likely to get any barefooted hippies from California around here in March.

Good thing those dogs were there to get shocked and point out the problem, otherwise some barefoot hippies could've been seriously injured.
Not likely to get any barefooted hippies from California around here in March.
Coincidentally, I once worked with a hippie drafting manager who had fled to Toronto to dodge the Vietnam draft.
If you ask me. this is all WAAAAY too coincidental. I think we've found the anwer to the original question.
