Can you legally calculate impervious and pervious surface of a property without a stamped survey?

May you clarify what you mean by calculation of impervious and pervious surfaces? It looks like you are trying to determine the percolation rates of soil for septic tank design. In Puerto Rico is not required to have a stamp surveyed from a PLS. But the report from the PE Engineer must include a Plot Plan clearly illustrating the separation to any water body, stormwater discharge points within 50 feet from the proposed tank location.
