I took advantage of this offer in April 2016. Ordered my stamp from them on Friday morning when I received the email with my number (results were released on Thursday). Received my electronic stamps that afternoon and my physical stamp on Monday.

Dont know about other States but it takes NYS about a week to issue PE numbers.
