Does anyone know if this solution for 1.6 is correct? Where is the j250 coming from for S1?

Without actually verifying their numbers, it appears correct.

A 250 kW load with a lagging power factor of 0.707 can be re-written as 353 kVA at 45o = (250 + j250) kVA

 
The load has a pf = 0.707 so that the complex apparent power S = 250/pf angle inv cos(pf) = 353.6 angle 45 = 250 (kW) + j * 250 (kvar).

Yes, the solution looks correct.
