In Houston, TX - what is a fair compensation for Structural EIT - with almost 4 years experience in Oil & Gas industry - designing Steel structures and concrete foundations?

Good grief, that's a specific question. I'm gonna guess $15k per year. But I'm no expert, probably better check a reliable source like salary.com or some other such site that specializes in that sort of thing.

On a serious note, Salary.com is good. Also ASME has a 2012 salary survey available. You should be able to find it easily using Google.
