If I register in New Hampshire,can I use that PE license in Massachussets to practice as a civil engineer?

 
No, but since the requirement for both those states is basically only the 8-hr exam, you can apply to MA as a comity applicant AFTER becoming licensed in NH

If I have to apply as comity applicant do I need to go throgh all the application process and eaxm for MA?

 
It's always best to check specifics with the individual boards, but if you are going to take the exam in NH, then your primary process is with NH. You only need to (after passing in NH) do the comity application with MA (no exam) and provide proof of being licensed in NH. I am pretty sure MA does not have additional requirements (beyond the 8 hr Civil) but have you checked?
