I'm graduating with a MS degree soon and thinking of starting my civil engineering career in another country. I would still like to get the California PE license since I plan to come back to work in the longer term. What kinds of qualifications do my recommenders have to have? Would I still be able to take the exam after working a year if my references are have non-PE qualifications (namely ICE)? Really appreciate some help on this topic. Thanks!

Some states do accept international references (non PE) as valid.

One of those is the state of California.
