ESC Plans in NY

I have a client who has about 10 sites that needs an e$s plan in New York.

My questions are:

1. How bad is the reciprocity application process

2. Are the E&S review permits rediculously hard to get?

3. Where do I need to look to E&S REGS/Manual?

I do E&S plans in WV and VA so the design is not a problem, but the permit folks can make you look like a genious or an idiot with their likes and dislikes.

We actually reference the NY manual in our "state" stormwater management manual.

I don't have any idea what is involved in getting a permit from them, though, since we are about 9,000 miles away.
