Does EI trump ICC certs?

Many projects out there now require special inspections and specs require field inspectors to be ICC certified. I seem to remember hearing some time ago that if one was an Engineering Intern, that they did not need to take ICC certs. I'm sure you don't need them as a PE. I can't find where this is written though. Any ideas?

 
Certain municipalities require an ICC Special Inspection certification when performing special inspections at a project site. These requirements can be incorporated into the contract specifications. Even if designated as an EIT, and ICC certification will be required.

Contact your local building official, check your local building codes, or reference the ICC website for further information.
