My understanding is there is penalty for guessing so you would guess, correct?  Just trying to make sure I'm not missing anything.

 
You are correct. There is NO penalty for guessing. Obviously you want to make an educated guess if possible. But a straight out guess give you a 25% chance of getting the correct answer. You should never leave any questions unanswered. 

 
Remember when all else fails the correct answer is C

 
You can increase your odds of guessing the correct answer beyond 25% by choosing the same letter every time you guess.

On the other hand, try to eliminate the obvious wrong answers first before you guess. For example, if an electrical engineer sees a question wanting to know how much current appears on the secondary side of a transformer with a 2:1 winding ratio if the secondary side has an impedance of (30 + j40) Ohms and 30 VDC is applied to the primary side, s/he should be able to identify the correct answer immediately without any calculations.
