Why are the BPELSG President and Executive Officers not a PE

Hi all I was just curious when looking at my PE certificate the executive officer is a PLS and the president is a PG. Just find it odd it wasn't signed by a PE. Of all the requirements to be a licesened surveyor, engineer, or geologist. Civil engineering is the only one with a california specific exam so, wouldn't it make sense for the leadership to be an engineer?

Generally speaking, no. Most boards around the country have an unlicensed person as the executive officer or director. The CA Board used to require a license for the executive officer position until the early 1990s when the laws were changed by the legislature. And the Board President changes every year so it may any board member from year to year, even a public unlicensed person. Additionally, both land surveyor and geologist licenses in CA have a California specific exam too. Its not just about civil engineers.
