Voltage and Current values for transformer connection problems

For different types of transformer connection problems( Delta-Delta, Delta-Star, Star-Delta and so on)

The voltage values given for the question are in voltage per phase values or line-to-line values? If the question just say 3-phase xfmr, 3300/400 v is connected delta on the primary and Y-connected on the secondary(Low voltage side). What would I assume 3300/400 V as per phase values or line to line voltages?

I guess, the question is simple but some times simple things too confuses :)

 
Unless otherwise specified, I believe voltages are assumed to be line-to-line. For example, for a 13.8kV/480V delta-wye transformer, both voltage values are line-to-line or phase-to-phase values.

Correct; this is standard industry practice.
