Does anyone know if a ti 83 is allowed on the survey portion of the pe exam?

Yes, it is. CA is pretty liberal in their calculator policy when it comes to the state exams (Surv/Seis). You can basically use any calculator that doesn't have a dedicated QWERTY keyboard (ex. no TI-92). I used my TI-89.
