I agree with you, but if the age of consent in that state is 18, legally he is.

Were you in GA when the age of consent went from 14 to 16? It didn't pass the first go around, and the headline in the Macon Telegraph said, "Still Legal to Have *** with 14 Year Olds."

I figured they wanted a cut of the *** trade....
