States that require experience to sit for the NCEES PE Exams

The NCEES does indeed determine whether you are eligible, for Maine. They do this with the NCEES Record.
See the website. It's much more streamlined than the Pennsylvania process.

Initial Licensure (NCEES Record Holder)
Applicants for initial (first-time) licensure who hold a current NCEES Record (including transcripts, FE exam, work experience, and PE references) must:
Pay NCEES to transmit your NCEES Record to Maine;
Complete the online application and payment. Please Note: the online application will remind you to send your NCEES Record even if you have already sent it.

NCEES develops and administers the licensure examinations. They do not serve any licensing functions.

The state boards determine whether you are eligible for examination/licensure. It would literally require an act of legislation to delegate any licensing responsibilities to a body (e.g. NCEES) other than a state board.

This is a valuable discussion. I'm glad you brought it up @steelnole15_PE . With policies changing, it can be very confusing, especially to people who are new at this.
